Illinois shipping notes

Chicago permit zones and the downstate hubs

Chicago is the main loading hub. Springfield, on I-55 between Chicago and St. Louis, serves central Illinois, and the Metro East counties across the river from St. Louis cover the south.

In the city, curb space is often a bigger problem than the truck. On blocks signed as Residential Parking Zones, a car parked during posted hours must display a City Sticker carrying that zone number or a 24-hour daily permit. A car fresh off a trailer has neither. Only residents of the zone are eligible for daily permits, so a newcomer on a zoned block should get a few before delivery day or plan on a garage.

Form RUT-25 before an Illinois title

Illinois links the title to a tax return. The Department of Revenue says the Secretary of State will not title a vehicle until the owner hands in the tax payment or proof that nothing is owed. A car first bought from a dealer goes on Form RUT-25, a private-party purchase on Form RUT-50. If the car carried another state’s title for more than three months, no Illinois tax is due, but the return must still be filed with the bill of sale or other proof of price. RUT-25 is due within 30 days after the vehicle is brought into Illinois, so for a shipped car the count starts when the truck crosses the state line. The three-month exemption skips leased cars and service members whose home of record is Illinois, which matters for military families returning on orders.

Chicago adds its own clock: a City Sticker within 30 days of moving in, even for a car that keeps out-of-state registration, or a $60 late fee after the grace period.

Emissions tests in the Chicago and Metro East areas

Illinois requires emissions tests only in the Chicago and Metro East St. Louis areas, which miss the federal ozone standard. Most gasoline cars from model year 1996 on join at four years old and then test every two years, even model years in even years and odd in odd, lined up with the plate expiration month. Plates cannot be renewed until the car passes. Diesel and all-electric cars are exempt, as are models from 1967 or earlier, and a Springfield address lies outside both areas. The Illinois Air Team eligibility tool shows the due date from a VIN or plate number.

Lake-effect bands during the fall snowbird run

Illinois sends snowbird cars to Florida, Arizona and Texas mainly from October through December, and they return from March through May, so the southbound peak overlaps early-season lake-effect snow. On November 9 and 10, 2025, bands off Lake Michigan dropped 12 inches at Momence in Kankakee County, with rates above 2 inches an hour and thundersnow near the lake, while O’Hare measured 1.7 inches. Bands that narrow can stall one suburban pickup while another a few miles away loads on time.

Deep winter brings bigger storms. The blizzard of January 31 to February 2, 2011 left 21.2 inches at O’Hare, the third-largest snowstorm in Chicago records, with lakefront gusts to 70 mph and vehicles stranded on Lake Shore Drive.
